Greece €10,000 relocation grant: the official rules are out

Houses of Kastoria in northern Greece along the shore of Lake Orestiada

In this guide

Greece’s €10,000 grant for households that move to 11 northern and border regional units is capped at 1,000 households and a €10 million budget, under a joint ministerial decision published in the Government Gazette (B’ 6139, 9 October 2026). The application platform is open, the Ministry of Social Cohesion and Family confirmed on 17 October.

When we reported the grant’s opening date, the detailed terms had not been published. The decision (no. 22695) now sets them out. It runs the Demographic Development Programme under article 32 of Law 5178/2025.

How the money is paid

  • €10,000 per household, in two equal instalments of €5,000.
  • The first is paid on approval. The second follows after the first year of proven permanent residence in the new municipality.
  • The programme runs until the budget is used up, and no later than 31 December 2028.

Where, and how many places

Evros has up to 200 places. Drama, Florina, Kilkis, Serres, Pella, Kastoria, Kozani, Grevena, Ioannina and Thesprotia have up to 80 each, split by municipality. Kastoria, for example, has 27 places in the Municipality of Kastoria, 27 in Argos Orestiko and 26 in Nestorio.

In Ioannina the list covers seven municipalities and the Pamvotida unit of the Municipality of Ioannina. In Thesprotia it covers Souli and Filiates.

The housing condition

Applicants must show a home in the area. The decision accepts a notarial purchase deed dated 1 January 2025 or later, or a declared lease of at least three years starting on or after that date. A main home already owned by a household member also counts.

The household definitions in the decision refer to an adult Greek citizen who files Greek tax returns. People moving from another EU country must prove their residence and tax filing there. Applications go through relocation.vouchers.gov.gr with Taxisnet log-in details.

What it means for buyers

This is a scheme for Greek households moving their main home, not for foreign investors or holiday-home buyers. For diaspora families who plan to return north, a purchase or a three-year lease signed from 2025 onwards can count.

Places are few and capped by municipality, so local demand effects should be small. Anyone buying with the grant in mind should check eligibility on the platform before signing.
