Greek opposition party PASOK has tabled a parliamentary amendment to abolish Golden Visa residence permits granted through property purchases, Greek media reported on 1 October 2026.
This is an opposition proposal. It is not government policy and has not been voted on.
What the amendment proposes
According to the reports, the text calls for the “κατάργηση της χορήγησης μόνιμων αδειών διαμονής επενδυτή μέσω της απόκτησης ακίνητης περιουσίας” (abolition of permanent investor residence permits granted through the acquisition of real estate).
The amendment has three parts, as reported:
- End the property route to the investor residence permit.
- Redirect incentives to the productive economy and entrepreneurship through an “Angel Visa”.
- Ban short-term rental of properties acquired through the Golden Visa when permits come up for their five-year renewal.
The reports do not give investment thresholds for the proposed Angel Visa or name the bill the amendment is attached to. PASOK spokesperson Kostas Tsoukalas called on 1 October for the Golden Visa to be cancelled and replaced by an Angel Visa, framing it as a housing measure.
The government’s own plans
The government is moving in a different direction. In early September, Greek media reported that it was preparing changes to let investors buy more than one property, provided the homes are let on long-term leases rather than to tourists.
Separately, the government has announced a 15% transfer tax on home purchases by non-EU buyers. Its treatment of Golden Visa conversions has not yet been settled.
What it means for buyers
Nothing changes for current applicants or permit holders because of this amendment. It signals that the property-based Golden Visa remains a political issue in Greece. Investors planning around permit renewals may want to follow the debate.
Buyers should confirm how this applies to them with a Greek lawyer or accountant.
What happens next
The amendment needs a parliamentary majority to pass. No government response to the proposal had been reported at the time of writing.
