Rhodes property sits in a border area, so buyers from outside the EU need prior permission from the regional authority before they buy. Buying property in Rhodes as a non-EU citizen

Buyers from outside the EU and EFTA need prior permission to buy property on Rhodes. The whole Dodecanese is a border area under article 24 of Law 1892/1990, according to the Lex Mundi guide written by Zepos & Yannopoulos.

The permission is granted by the competent Decentralised Administration (Αποκεντρωμένη Διοίκηση). EU and EFTA citizens are exempt. The same rule covers indirect purchases, such as buying shares in a company that owns property in the area.

Build the permit into your timetable. Ask your lawyer to file the application early and to make the preliminary agreement conditional on approval. The general steps are in how to buy property in Greece as a foreigner, and remote buyers can use a power of attorney.

The student figure covers small flats let to students, mainly in Rhodes town. It is not a guide to holiday homes or villas. Foreign buyers searching for island homes looked mostly at the Cyclades and the Dodecanese, Spitogatos reported. Ask for recent comparable sales and compare them with the official tax value. National data are on our Greece house prices page.

Where buyers look on Rhodes

Buyers split between Rhodes town and the resort coast. The north-west coast is closer to the airport. The east coast has more sheltered beaches.

Rhodes town

The town has the medieval old town inside the walls and the modern town around it. Flats in the new town are the most common stock for year-round living.

North-west and east coast

Ialysos and Ixia lie between the town and the airport. Faliraki and Afandou are on the east coast, south of the town.

Lindos and the south

Lindos is a protected traditional settlement below its acropolis. Further south are Pefkos, Lardos, Kiotari and Gennadi. In Kiotari, a 503-room resort received building permit pre-approval in August 2026. See Kiotari resort and the Hotel of the Roses lease.

Rhodes old town property: UNESCO limits

Buying in Rhodes old town means accepting heritage control over almost any work. The Medieval City of Rhodes was inscribed on the UNESCO World Heritage List in 1988 and covers 65.85 hectares.

According to UNESCO, the site is protected by Archaeological Law 3028/2002 and by ministerial decrees. The Ministry of Culture manages it through the Ephorate of Antiquities of the Dodecanese. An urban planning study setting limits on building and land use is to be issued as a Presidential Decree.

  • Repairs, alterations and changes of use need approval from the heritage authorities before work starts.
  • Many buildings in the old town are listed. A listed building can qualify for the €250,000 Golden Visa route, but it must be fully restored before the first renewal.
  • Allow time and budget for specialist studies and materials.

What to check before buying on Rhodes

On Rhodes, check the title in the Dodecanese land register, permits, coastal limits and fire exposure. A lawyer and an engineer should do this before you sign.

Land register

Rhodes and the rest of the Dodecanese have their own land register system, which dates from the Italian period. It is now run by the Hellenic Cadastre through its Dodecanese office, and a project to move it into the national system was put out to tender in 2024. Your lawyer should search the register in Rhodes for the title, mortgages and claims.

Illegal building works

Every deed must attach an engineer certificate confirming there are no unauthorised works, or that they have been legalised (Law 4495/2017, art. 83). Extra rooms, enclosed verandas and pools built without a permit are common in holiday areas. Read illegal building works: what buyers should check.

Coastal zone

The foreshore and beach (aigialos and paralia, αιγιαλός και παραλία) are public property under Law 2971/2001. They cannot be owned or built on, and the line is fixed by an official determination. For a seafront plot, ask the engineer to check whether the line has been drawn and where it runs.

Building outside a town plan

Land outside a town plan (εκτός σχεδίου) can only be built on if it meets minimum size, road access and other rules. These rules have been tightened by recent laws and court rulings. Do not pay for land on the strength of a listing that says it is buildable. Ask an engineer to confirm it in writing.

Fire history

A wildfire in July 2023 burnt 17,773.5 hectares, about 12.6% of the island, Copernicus Emergency Management Service mapping shows. It hit villages on the south coast and Laerma in the centre and damaged more than 700 buildings. Thousands of residents and visitors were evacuated. For a home near forest or scrub, check insurance cover and the access road.

Renting out a home on Rhodes

Yes. A home in Rhodes can be let short term if it is registered and meets national standards. The freeze on new registrations covers only central Athens (municipal districts 1, 2 and 3) and the 1st Municipal Community of Thessaloniki, according to the Housing Policy Portal. No island is covered.

  • Registry number. Every short-term let needs a registry number (AMA, ΑΜΑ) from AADE’s Short-Term Stay Property Registry, and each stay must be declared to AADE.
  • Climate resilience fee. Under article 24 of Law 5162/2024, short-term lets pay €8 a night from April to October and €2 from November to March. Detached houses over 80 m² pay €15 and €4.
  • Safety standards. Since 1 October 2025, Law 5170/2025 requires civil liability insurance, fire extinguishers, smoke detectors and a first-aid kit, among other items. Fines start at €5,000.
  • Three or more properties. Owners who let three or more properties short term are treated as a business and charge 13% VAT.
  • Golden Visa homes. A property used for a Golden Visa cannot be let short term. Long-term letting is allowed.

Details are in our short-term rental rules guide. Tax on the income is covered in rental income tax for owners abroad.
